Abstract

Hoaxes on social media threaten governance, public health, and social cohesion. This article qualitatively analyzes government public communication strategies in addressing hoaxes, with a focus on the Indonesian context and global lessons. Data were collected through policy document reviews, international agency reports, journal articles published in the last five years, and case studies of government–civil society collaboration. Thematic analysis produced five clusters of strategies: (1) prevention (prebunking/inoculation), (2) corrective response (evidence-based debunking), (3) public digital literacy and community empowerment, (4) governance and cross-actor collaboration, and (5) continuous measurement and improvement. Findings indicate the highest effectiveness when messages are disseminated simultaneously across multiple channels, adopt CERC/SCCT principles, involve fact-checker networks, and leverage micro-content such as prebunking videos tailored to local culture. Key challenges include public trust, polarization, platform architecture, and limited real-time monitoring capacity. The article concludes with an operational 90–9–1 framework (90% prevention, 9% rapid response, 1% legal escalation) and measurable implementation recommendations.
