Abstract

Corruption in the distribution of social assistance and health services is a major barrier to achieving equitable access to healthcare, particularly for vulnerable populations. Specifically, lack of transparency, misallocation, and micro-level corruption in the social assistance delivery mechanism affect recipients’ ability to access health services optimally. This study addresses a knowledge gap regarding the direct experiences of social assistance recipients concerning the impact of corruption and non-financial barriers on healthcare access. A qualitative approach was employed, involving in-depth interviews with five groups of informants, namely social assistance recipients, health cadres, village officials, social activists, and primary healthcare workers, and thematic analysis was conducted to identify patterns and real-world implications. The findings indicate a misalignment between program objectives and field practices, where assistance often falls short of medical needs, distribution lacks transparency, and micro-level corruption generates injustice and delays in seeking healthcare services. These results have important implications for the development of community-based anti-corruption policies and local monitoring mechanisms, which can improve social assistance governance and enhance equitable healthcare access for vulnerable populations.
