Global urbanization transformation has driven the development of smart cities as a solution to improve urban quality of life. Generation Z, as a digital-native cohort, plays a crucial role in adopting and interacting with smart city systems, particularly in responding to emergency notifications. However, research on Generation Z’s responses to emergency notifications remains limited and does not provide a comprehensive understanding of their perceptions and actions. This study employed a qualitative phenomenological approach with semi-structured interviews to explore the subjective experiences of Generation Z as users of smart city applications. Findings indicate that clear, interactive, and relevant notifications enhance Generation Z’s comprehension and responsiveness, while social engagement through digital media strengthens the effectiveness of crisis communication. These results have practical and theoretical implications, serving as a basis for developing human-centered, adaptive, and responsive emergency communication strategies, and providing guidance for smart city managers to increase youth engagement in urban crisis mitigation.
